G21-B010 Stabilizing Voter Lists Before National Internal Elections

Proposal

This motion removes the 90-day period where a member is “lapsed” but not “expired” and provides an up-to 30-day grace period for Members whose memberships expire within 30-days of a Leadership Contest or Federal Council Election, ensuring a static voter list for 30-days before voting opens.

Remove Bylaw 1.5.2.
Append to Bylaw 1.5 Voting Rights: In the case of a Leader or Federal Council election, if the voting period falls within 30 days of a Member ceasing to be in good standing, that Member shall remain eligible to vote in that election, except where said Member resigns or is expelled.

Objective

To ensure that Federal Council and Party Leader elections have a set and unchanging voter lists 30-days before voting.

Benefit

This motion avoids significant administrative overhead during internal elections. During the leadership race, staff updated the voter’s list every day for each contestant for the contest’s last 30-days. Each campaign had to update their copy of the list every day for the previous 30-days to have current information.
